Before submitting a Project Planning application to the Town for development review, each applicant shall participate in a pre-application meeting with the Town to discuss the procedures, standards, and regulations required for development approval in accordance with the Unified Development Code. Unless waived by the Planning Director, a pre-application meeting with the Technical Review Committee is required for the following application types:
- Site Plan
- Major Subdivisions and Phases of Master Plans
- Conditional Zoning w/Master Plan
- Special Use Permit
The following applications will need to be discussed with the Planning Director or a Town Planner prior to applying, and MAY require a pre-application meeting:
- Minor Subdivision
- Exempt/Recombination Plats
- Administrative Amendments
The following application DOES NOT require a pre-application meeting prior to submitting:
- Final Plat
What to Expect
The purpose of the Pre-Application Meeting is to offer applicants an interdepartmental staff review of preliminary or conceptual design applications. These meetings are intended to provide a better understanding of the Town's permitting process and, through early consultation, troubleshoot project issues for potentially complex development proposals.
The Development Services Coordinator serves as the lead for facilitating the Pre-Application Meeting. Additional discussions after the Pre-application Meeting may involve all or a select number of staff to support progress toward submitting a complete application.

Pre-application meetings are currently available to applicants at no cost. Comments received at this meeting are informal and are not binding. Pre-application meetings are not considered a public meeting and/or hearing; the Town takes no formal action.
Pre-Application Submittal Requirements
The following item is required for a complete application and is due at the time of submittal:
- Site Plan: Must show all buildings and dimensions, driveways, access points (if application is for a development), and setbacks.
Please note that staff will only provide feedback for the site plan/preliminary sketch submitted with the application. Applicants are no longer allowed to submit changes to the site design for staff review once the pre-application meeting has been confirmed as scheduled.
Pre-application meetings are scheduled for the 1st, 2nd, and 3rd Tuesday mornings and Thursday Afternoons of each month. Each meeting is held during a 1-hour time slot. Pre-application meetings must be scheduled at least one week in advance. You'll receive a confirmation for the time and date of your pre-application meeting following the submittal of your completed online application.
Applicants will also receive an email from staff on the Friday prior to their scheduled meeting that will contain login details for the virtual meeting.
